Abstract: Accurately understanding the nature andl requirements of the new development paradigm, and following the path of high-quality development are ofgreat significance for the construction of Chinese path to modernization. In order to build a new pattern ofdevelopment, we must gain a good understanding of its complexity features, and the key underpinnings and support conditions of the new development paradigm. The establishment of the new development paradigm requiressystematic innovations:clearing various obstacles that hinder the development of dual circulation; carryingout reforms on both supply” and “demand” sides; strengthening the country's capabilities of constructing high-level innovation networks at multiple levels; continuously increase system innovation, and innovation in key technologies and fields; further expanding openness and cooperation with the outside world. Only by accurately understanding the complexity features and system innovation requirements of building the new development paradigm can we continuously enhance our ability to embark on a new journey and control the complex situation,firmly maintain the initiative of development,so as to make positive contributionsto the successful realization of Chinese modernization.
