摘要：确保产业链供应链安全既是产业高质量发展的本质要求，也是构建新国际局势的必然要求。在世纪疫情、大国博弈、产业升级等背景下，重点产业链供应链的界定和产业链供应链安全定义存在鲜明的时代特征，从产业链的经济地位、产业链的基础作用以及产业链供应链特征代表性三个维度重新界定重点产业链供应链。结合欧美国家的供应链安全战略新调整，基于产业链供应链的结构与要素，识别新发展格局下的产业链供应链安全风险五大特征，并提炼出产业链供应链安全风险的五大类型。最后从提高我国产业链供应链韧性、安全与竞争力的角度，提出重点产业链供应链安全风险的治理框架设计、联动治理机制、定期评估与激励机制。

Abstract: Ensuring the safety of industrial chains and supply chains is not only an essential requirement for industrial high-quality development, but also an inevitable requirement for building a new international situation. With the environmental changes such as the century epidemic, great power game and industrial upgrading, the definition of key industrial chain andsupply chain and the definition of industrial chain and supply chain security have distinct characteristics of the Times. The key industrial chain and supply chain and its connotation are redefined from three dimensions:the economic status of the industrial chain, the basic role of the industrial chain and the representative characteristics of the industrial chain and supply chain. Based on the structure and elements of the industrial chain and supply chain, we propose five characteristics of the industrial chain and supply chain security risks under the new development pattern. At the same time, we categorize these risks into five types. Finally, fromthe perspective of improving the resilience, safety and competition of the Chinese industrial chain and supply chain, the governance framework design, linkage governance mechanism, regular evaluation and incentive mechanism of the key industrial chain and supply chain security risks are proposed.
