摘要：城市营商环境作为对企业行为产生直接影响的重要外部环境，对其进行分析评价是优化我国营商环境的基础。本文根据《2020中国城市营商环境评价》的指标体系，对我国289个地级市及以上城市近两年的营商环境指数进行评价分析；对我国四大区域、六大城市群以及南北地区的城市营商环境指数和各分项指数表现进行比较研究，分析现阶段我国城市营商环境面临的现实问题和挑战，并提出政策建议。

Abstract: Analyzing and evaluating the cities' doing business is an important basis for optimizing the business environment in China, as it is an important external environment that has a direct impact on the behavior of enterprises. Based on the index system established in 2020 Evaluation of Doing Business in Chinese Cities, this paper first evaluated and analyzed the business environment indexes of 289 prefecture-level cities and above in China in the past two years, and then compares the performance of the business environment index and sub-indexes of four regions, six urban agglomerations and the northern and southern regions of China. We pointed out the realistic problems and challenges faced by China's urban business environment at the present stage, and put forward sme policy suggestions to provide reference for optimizing the business environment.
